The Framework Letter forms the start of a new planning and control cycle. In this Letter, all the UvA’s organisational units indicate what they want to achieve in the upcoming year, how they are going to do this and how much money this will require.
It then describes expected external developments and financial constraints. In other words, the units can use the Framework Letter as a starting point and basis they can use to draw up their budget. It is a first step towards achieving a balanced budget.
The 2021 framework letter was discussed in June 2020 by the central representative advisory bodies and they approved the outline of the budget as described in the Framework Letter. After this approval, the Executive Board definitively adopted the Framework Letter. Based on the framework letter, all UvA units draw up a draft version of their own budget. These are combined into a UvA-wide draft budget that is adopted by the Executive Board, forming the basis for discussions with deans about the final budget.
